I would say Ozil was one of the Greatest Creators of all time
Playmaking is a different task. That's the task of a player who prefers to control the tempo of the game while being extremely positionally disciplined. Eg: Xavi, Pirlo, Kroos, Busquets(post 2016)
Ozil never was a great team player in the sense that in the arsenal team he would almost never track back and defend
He is the best play maker ever to exist. The way Arsenal treated him, he deserved more than that.
