Not just any cartoons banned from television. Most are the Censored Eleven, which haven't seen any kind of TV or home media release (unless you count being shadily uploaded online), though Southern Fried Rabbit disappeared from Cartoon Network because I guess they got sick of airing the edited version?

At 1:56, "Sold to an American!" was a reference to Lucky Strike cigarette commercials. Luckies were made by the American Tobacco Company.
They sponsored the Jack Benny radio show so it was used a lot on there and Mel Blanc did voices on that show as well.
