I made a budget version of this with stonehill defender, mogushan warden, arcanosmith and oasis snapjaw instead of the shadow visions and legendaries. Will it still work?
no,honestly just grind arena and quests for cards. You can't play at all with those cards, and it would be almost useless to play that deck and expect any competitive consistency.

Lyra gives so much potential for predictions, but Kripp didn't even tried.

Do you think this deck has any potential rank 10-1? It looked really fun but I have very limited dust so don't want to spend it all on a deck that can't take me past rank 10. Thank you!

And yet people believed Lyra was shit in the beginning. But turns out it was Radiant Elemental that was the real key to that deck. The combination of quasi infinite spell generation and discounts and the priest's arsenal of cheap yet completely "Broken" buff cards and access to the best silencing effect in the game, Mass dispel, also considered a joke card until now, makes Miracle Priest actually... work... If this goes one for any significant length of time, people might start including tech like Alchemist in their deck to clear high health/low attack minions before priest can combo us down!

Which is the more necessary Legend for this deck as someone who wants to make it, but is free to play? Lyra or Elise?
Koby Haigerty Lyra, definately Lyra. Else is nice but you need Lyra for the spell gen.
combo decks like this lose either because they do not draw the combo or because they spend their resources too quickly. Lyra gives you a chance to get the combo without having to rely on drawing it, and can generate the combo if you lost the cards. Lyra is alot of the reason why this deck is viable.
Most definitely Lyra the Sunshard, Elise is a more late game card for when games drag out a little longer and you need value to finish it.

I bring this up because I misread the title and thought it said pirates perform miracles,
that got me thinking about priest specific pirate cards,
I then remembered that pirates only really work with a class that uses weapons,
I remembered that shaman has weapon cards,
and I remembered that shaman doesn't have any class specific pirates while warrior, rouge, and I think Paladin all do.

Guus van Meel un'goro packs are much more likely to give legendaries (from Elise not the real ones)

Why does the rogue quest procc off of the first minion you play?
It counts how many copies of the minion you played. You have to reach four.

I drafted a deck with 4 metors and 2 firelands portals i went 10-3 and had shit late game other than the removal.

Is Lyra necessary for this deck? Substitutions? Gadgetzan?
KeusFrench pretty necessary. Gadgetzan not worth. Lyra generates more spells to self synergize more often than not.
Lyra is very good in this deck, it's what makes it miracle priest

I basically made this deck but with gadetzan and draw cards instead of the other minions and Lyra before I knew this deck was a thing, it wasn't as good but it felt (to me) a lot more fun to play because it was closer to the feel of miracle rogue and I like the wierd draw 15 cards and do some crazy magic combos, plus in my version I can garuntee that all spells obtained will be ether 1,2, or 3 mana, making a turn 10 2X radiant gadetzan or a turn 9 radiant gedetzan or something like that an ok play
I made a elemental miracle priest without lyra, i keep getting it like 50% of time from discover, the other 50% is blazecaller so i ain't even mad, my deck was about 1000 dust and made it to rank 3 last season (could be more, but no time). Now trying adding elise but can't get past rank 12 lol
with perfect starts like this you really cant lose...

This deck is absolutely disgusting and hilarious at the same time. I do at least enjoy when HS allows for these kind of weird quirky decks to work, makes the game enjoyable for a bit.

I wonder how long it'll be before divine spirit / inner fire priest is considered the new cancer. It has the explosive potential of pirate warrior with the infinite value of jade druid. It can OTK someone on turn 3 just like pirate warrior and also generate tons of spells with Lyra.
...And as soon I plays this deck, my opponent draws all of their removals...
I would hate to run into Kripp when I'm laddering. I concede when I know my opponent has lethal except when I worked out that there's absolutely no way to come back
