Its probably water colors
Thats why he used a wet brush first
And applied masking tape for the color to be restricted

Acrylic Paint..... Because of tape it got a design and a pattern

Why mask it up around the rim? You will end up with a hard-edge at the parts where the paint has met the tape line and cured. I use 5mm pinstripe tape around the edge and slightly thicken paint so it doesn't run as quick,then hairdryer it lol
