If your display doesn't keep the refresh rate you picked after reboot (shut down/restart), then go to Settings > Display adapter properties > Adapter > List All Modes > Choose the resolution and refresh rate you want for your monitor.

The only option available in my laptop is 120Hz and I can't do 60 because it isn't there for some reason 😥

It means that your laptop company won't allow to save the refresh rate you changed. After restart, it will get back to the default settings.

Check in battery and charging settings. Mostly i think it's due to balanced mode or power saver mode.
