No hope in war repent of murder today
      Romans 6:23

      John 3:16-21
16 For God so loved the world, that he gave his only begotten Son, that whosoever believeth in him should not perish, but have everlasting life. 17 For God sent not his Son into the world to condemn the world; but that the world through him might be saved. 18 He that believeth on him is not condemned: but he that believeth not is condemned already, because he hath not believed in the name of the only begotten Son of God. 19 And this is the condemnation, that light is come into the world, and men loved darkness rather than light, because their deeds were evil. 20 For every one that doeth evil hateth the light, neither cometh to the light, lest his deeds should be reproved. 21 But he that doeth truth cometh to the light, that his deeds may be made manifest, that they are wrought in God.
      Mark 1.15
15 And saying, The time is fulfilled, and the kingdom of God is at hand: repent ye, and believe the gospel.
      2 Peter 3:9
The Lord is not slack concerning his promise, as some men count slackness; but is longsuffering to us-ward, not willing that any should perish, but that all should come to repentance.
      Hebrews 11:6
6 But without faith it is impossible to please him: for he that cometh to God must believe that he is, and that he is a rewarder of them that diligently seek him.

I mean yes, the protests of 2019 did start because of a bread and general inavailability of food; that said it was just the most recent spark that lit the protests that eventually pressured the toppling of the regime, the protests' mantras were: freedom, peace and justice (horia, salam wa adala). We were crying out for more than just food in protests that has been ongoing for decades, but thank you for caring in the first place and I apologize for the paragraph.

I was sort of aware of the despots dilemma from my own thoughts on such issues, though this channel described it far better than I could. I heavily lean towards giving these people off-ramps as much as I may dislike them personally, though I hadn't considered fully how stricter measures might dissuade atrocities.
It really is a dilemma not only for the despot but the international community, obviously the stakes for us comfortable westerners are more about our moral comfort than a life or death issue for us. Still, it deserves very serious consideration, I very deeply understand the wish for safety on the part of anyone, particularly for those engaged in high stakes situations. It's normal to want to seek both justice but also a resolution to any conflict, it's impossible though for us to affect it when we're so far away from the seat of power, so I suppose all that it will remain for me right now is a dilemma.

The issue with the ICC isn't that it doesn't allow the dictators an off ramp. It's that it has no teeth but what member states of the UN are willing to give it at any particular time. If the democracies of the world were willing to fight to ensure democracy in Sudan, the military wouldn't stand a chance. It's the half measure of creating the ICC to punish low-level/powerless offenders without giving it the ability to go after the high-level/powerful ones that creates the problem. It's a half-assed solution, and it shows.

The ruling tribes have been busy waging war on each other for control of oil fields ever since their independence and they have plenty of weapons on hand (Due to the decades long independence war leaving lots of war materials just lying around waiting to be used). The common South Sudanese are struggling in poverty and utterly lack basic necessities. Already the demographic interested in this kind of topic is fairly niche and I don’t think using jokes while talking about serious topics is going to cater to a wider audience. But even someone like Idi Amin could be used as an example. Sure he didn’t “just give up”, but he did go into exile rather than fight guerrilla warfare against the new government or whatever.
