Nairobi doesn't even have a spatial master plan, it doesn't even state which areas are industrial/residential/commercial/mixed use. We just have knee-jerk reactions, the Embasaki gas explosion occurred in an area that was once classified as a light-industrial area, the fact that the county allowed people to build homes in that area doesn't legally re-classify the area as residential. We then rush to close bars in estates yet most of the bars were built in reserved for commercial purposes within residential areas. The fact that those areas have houses doesn't mean the bars are illegal. All the county does is collect revenue for approval of building plans.
