I usually make them the width of the turned-down part of the stocking (so that the elastic or cloth strip is tucked up against the fold, say the width of your palm) and then the same length again for the visible part of the flash, unless the particular regimental tradition would have it otherwise.
"what ever length you like" is the honest answer, but I tend to make them about a hand's width (+/-4"), or roughly a quarter of the distance from the top of the hose to the ankle.
