This is worse than delaying. When you drinking water or walking around, the opponent at least know they do not need to stay ready. What he is doing is increasing the amount of time for a serve to be done, which take advantages of the opponent's concentration span. Since once you are in the ready position, the players expect a server in the next few seconds.
Hahaha...Victor does at times move side/side more than twice and gets away with it. Unfortunately, this time he was stop. I did a vertical circle with one side movement before serve and the Umpire call a fault. Reason been he never seen such a serve and deem it as a distraction. After that, I squat, and flick serve, and he gave a warning, or he will use the yellow card for disorderly conduct. The two serves were legal but in the Umpire rule book he regarded it as unfair advantage to me as not everyone is doing it and creating more distraction. I do have many more "distracting" serves than this two.

Fact it's over used, is not an argument of it being in the rule. (see what's going on in other sports, like table tennis where 90% of serves are not legal according to the rules) Also Viktor clearly changes to more than 2 "back and forth" moves some times, wich also could called a delay.

"the next few seconds", well that's what happens here in my humble opinion. Less than 4 seconds is "a few" for me.
