I think it really speaks volumes that Jesse and James actually took them to the hospital. They may be bad guys, but not really evil. It makes them so much more likeable in my opinion. Any other grunt from Team Rocket would've just recaptured all the Pokemon since they would have a harder time escaping due to their injuries, and continued hauling them back to HQ, why would they care if the Pokemon they stole got hurt? But Jesse and James genuinely care for Pokemon, even in spite of their line of work. Villains with a heart are so endearing to me.

They've also stepped in to help Satoshi on several occasions even though they could have used the chance to just nab Pikachu and run.
