Techniques typically have one or more points at which, if nage leaves a "suki" or "opening", the technique can be reversed.
This is one of the reasons that Aikido ukemi looks cooperative. We do not contend. We stay connected and feel for the opening. We want the nage to feel like he has the technique right up until the instant it disappears.
