Do they keep them in the straight jacket and mask until US immigration officers take possession of the patient? Whoever unties the patient had better be ready to run. Maybe the foreign prison just releases the murdering psychopaths and tells them to go to Texas. Do they tell them not to kill anyone before they get to America? The Hannibals probably want to kill and eat the prison officials who had been confining them before setting off on a long trip, so they don't get hungry along the way.
