In a previous vod, Ray mentioned that his post from a few years back about him getting married to Tina was getting a bunch of new congrats comments, the theory is that Jack came across it in his feed, mentioned it, and it resurfaced in a bunch of people's feeds
He's just a fish now. You never see him again, afaik. There are a few characters in the game who experience transformation, another one being the dock worker in the greater marrow who becomes part fish person and loses the ability to speak

You can actually fish him up and then he just stays in your inventory. I can't remember off the top of my head if he gets an encyclopedia entry or not
