They shouldn't be that shocked tbh, UA has multiple departments where Izuku could've enrolled in, such as General Studies or the Support Course.

Remember that late bloomers at Izuku's age simply aren't a thing in MHA, so there's simply no way he could get a quirk. Also, Katsuki wanted to get him away from that goal of being a hero, it'd be more logical for him to assume that he got in through one of the other courses.
