The french refused because to them their government has surrendered and they didn’t want to fight or see the Free France movement as legitimate. Ultimately Britain wouldn’t allow Germany or Italy to use the French navy in the Atlantic and Mediterranean wars and sunk them.

At 11:22. There were sensible safety measures taken with ships like Titanic, but the corporate owners, the White Star Line, didn't want to spend the money on them. If you watch the movie "Titanic" and pay extra attention to the details, this comes out. First, the compartments splitting the hull of the ship were not sealed at the top to make them watertight. The result--when water rushes in the front compartment it fills it up. Then the water spills to the following compartments, causing the ship to list downward and sink fast. Then there were not enough lifeboats on the deck. Finally, the hull should've had two layers of steel, but the Titanic only had one layer of steel. So when it struck the iceberg, the water rushed in immediately. If there had been two layers of steel, the iceberg would've ripped the outer layer but the inner layer would've remained intact.

About Russian Empire supporting USA in Civil war - that is much more than "they joined USA because Britain joined CSA". Russian Empire at that time was ruled by Tsar Alexandr II "The Liberator", who was known as one of the most liberal monarchs not just in Russia, but in entire Europe, supporting quite lot of democratic and liberal reforms (including abandoning of sefdom, free press, education for everyone, freedom of political thought, free universities, reform of militarry structure, huge development of local government system and of court system, and etc.), even though not all of his reforms were done in an effective way. And Alexander supported the northerners in that conflict from the very beginning, in addition to be opposed to British Empire. IRL in their own civil war the Second Mexican Empire was supported by the French (the Empire was largely a proxy of France), Austrians (the Emperor was an Archduke of Austria), Belgians (the Empress was a Princess of Belgium), Egypt (volunteers and Sudanese slave soldiers), and the United Principalities of Moldavia and Wallachia, as well as Spain and Britain from 1861-1862, and eventually both Confederate and Polish Exiles. The Mexican Republic, and the war's eventual victor, was supported by the United States.
I'd assume Russia is on here for two reasons, the first being that the Polish exiles would have come from the Polish National Government of 1863-1864, while the second is the fact that during the American Civil War America served as Russia's warm water port, with Russia even having ships in American harbors during the conflict.
Prussia and the Kingdom of Italy would be tied up in conflicts with Austria at around this time (1860s-1870), so would definitely be likely to associate their wars with the conflicts in North America if they thought it beneficial.
No idea why the Ottomans are on the opposite side of the conflict that the United Principalities inhabited IRL, but I'm assuming it has something to do with Russian influence.
I'm working on this alternate history scenario that could possibly be super insane. It's a little far fetched, but an interesting thought exercise I like to think. Basically, South Carolina starts World War 4.

At 11:22. There were sensible safety measures taken with ships like Titanic, but the corporate owners, the White Star Line, didn't want to spend the money on them. If you watch the movie "Titanic" and pay extra attention to the details, this comes out. First, the compartments splitting the hull of the ship were not sealed at the top to make them watertight. The result--when water rushes in the front compartment it fills it up. Then the water spills to the following compartments, causing the ship to list downward and sink fast. Then there were not enough lifeboats on the deck. Finally, the hull should've had two layers of steel, but the Titanic only had one layer of steel. So when it struck the iceberg, the water rushed in immediately. If there had been two layers of steel, the iceberg would've ripped the outer layer but the inner layer would've remained intact.

About Russian Empire supporting USA in Civil war - that is much more than "they joined USA because Britain joined CSA". Russian Empire at that time was ruled by Tsar Alexandr II "The Liberator", who was known as one of the most liberal monarchs not just in Russia, but in entire Europe, supporting quite lot of democratic and liberal reforms (including abandoning of sefdom, free press, education for everyone, freedom of political thought, free universities, reform of militarry structure, huge development of local government system and of court system, and etc.), even though not all of his reforms were done in an effective way. And Alexander supported the northerners in that conflict from the very beginning, in addition to be opposed to British Empire.
Moreover, Russian Empire sent two fleets to New York and Sann Francisco in case if British would decide to attack it - and Russian Empire announced that if Britain or France would directly attack USA, Russia would declare war on Britain. So in that scenario of First World War coming from American Civil War it would start exactly from those events - Britain in their support of CSA would attack USA, Russia declares war on Britain, France supports Britain and declares war on USA and Russia - Prussia joins it on USA and Russia's side, and etc.
