I might have been a bit unclear with the description but he wasn't the first overall but rather is recognized as the first west of the Mississippi River.

You said Mr. Reeves served the last few years patrolling a "low-income" neighborhood. Say it right!
He served in a segregated black neighborhood because of the racist system he served. And given
his experience and accomplishments he should have been given commands as chief but never was.
In fact, although there is a statute of Mr. Reeves in Fort Smith, he grave site is unknown.
