He needed to consolidate power and everyone knew he had to do that so they worked to quickly put pressure on him to enforce what they wanted while he couldn't do anything about their whinng because Politics are gonna politic. After Hai poisons herself it lets him secretly reopen the investigation with Gu Yu acting on the down low with the information and that's why they're able to implicate A'Rou and then later Gao comes forward with more info.
I heard they were very young in real life…some critics were not satisfied with the age of lead actors here as it gives wrong impression that they were mature enough to handle all palace schemes and pressures

When the Empress is asking ruyis where her bracelet was, I always wanted her to respond with "I loved your little gift you gave me inside it, I wonder if you gave noble consort hui the same and then have hui open the bracelet in front of everyone to have the Empress explain to everyone there what it was.. that would have been freaking epic..
The emperor would of done nothing and punished ruyi instead. Empress was from a powerful clan so the emperor could not do anything about her deeds. The backlash would of been too severe. That's why he wanted ruyi to be step Empress . She came from a weak clan who could do nothing when he mistreated her.

I wonder if the production didn't have the hats all accounted for; or maybe some were ruined while filming or possibly it's to distinguish each actress on each scene. I think it is simply a matter of personal preference. For example, Ruyi wore the round hat exclusively during her time as Empress but Empress Xiaoxian didn't wear it except for the royal banquet.
