I remember I had to get help with my electric and heat one time and it took 6 months of repeated phone calls and voicemails until I finally called and told them I would get them in serious trouble if they didn’t call back in 30 mins. I work as a cashier. Not only do I know about BOB I know about LISA (Look InSide Always) This is for suitcases, backpacks, storage bins, coolers etc. customers don’t like what you are implying about them. I’ve never yet found anything inside (stolen).
Well, I did, I found expensive stuff inside a large cooler. Expensive printer ink cartridges inside stuff, jewelry inside purses under all the paper packing inside purse, etc.
They needed to put the claws in the application that there was no electronics in the thing so that way there's no choosing beggars. Also I hate these Charities that give out stuff to people when they are supposed to do a due diligence of having a background check on them to make sure that they're not just frotting these organizations.
My wife and I worked for charity when we first got married that would do that exact same thing for Christmas gifts, if somebody was scamming us or called and said that what we got them wasn’t good enough we showed up about eight guys and said fine if you don’t want it, I’ll take it back and give it to somebody who does. A lot of times I would say we don’t have it now we’ve already pond it. Some people don’t deserve charity. And some people just want stuff for free which is horrible for the people who do need it.
As to the second story those scammers should be charged with fraud and have to make full restitution. As to the last story that person got what demanded. Of course he will complain he was mis lead.

We met with the seller, told him we were very interested in the property. Apparently he had been low balled in the past and said he wouldn't accept less then xx dollars. This several thousand less then we were prepared to pay. Trying to keep my best poker face looked at my wife and pretended to discuss it with her and then said we accepted his price. Years of ham fests and flea markets have ingrained in me never make the first offer.

Our local chain grocery also had a Bob problem, their solution? Parabolic mirror every checkout stand so the checker can see the basket easily. Problem solved.
I've worked with a charity group and it's not uncommon to get scammers on a consistent basis even worse is when I've helped with a group that works with veterans and we had one person that knew a particular group would give orthopedic shoes and 6 pair of diabetic socks to veterans and he'd get them and right away sell them for money. I happened to hear him say he did it and informed that group and when he attempted to do it again found out he was barred from them (shoes/socks were around $100 total)

Used to volunteer for a charity in the UK. Every charity gets a lot of scammers and thieves. So much so that all the different charities speak to each other and warn each other about scammers, shoplifters (for their charity shops) and other types of thieves.
i used to donate to angel tree (gifts for needy kids) back when i had a decent income. I worked for a really really cheap auto insurance company at the time and was used to most the factory workers insuring half a dozen new trucks and paying with rolls of hundreds. when the news showed the line of people about to get donated gifts, and half the line were those same jerks with new cars and wads of 100s, i gave up donating. obviously there are always those rats who cheat the system who make life worse for the truly needy.

My mum used to tell me that back in the day, any "assistance" (eg, welfare or whatever it was called back then), would be checked with an unannounced visit to your premises, even checking what's in the fridge. Any sody-pop, cookies, ie, crap, and you'd be bounced off it. If you could afford that, then you didn't *need* assistance. That policy should be brought back.

When I was a training manager at a craft store, I was the one who set up the BOB and LISA test. Of course, I hid small items inside things you wouldn't normally look at, making it a scavenger hunt for loss prevention. I caught some of my fellow managers with a few of them. In the end, it was more of a "keep this in mind" than a real test, because I was always more inventive (and had more time) than the average shoplifter, but my training did lead to some sneaky catches by my cashiers.
BOB story is stupid. I fucked up and got chewed out for it. It's a non story. I will say that as some others commented here, that 99% of stores or restaurants or corporations do everything to keep workers salary as low as possible then they expect $1000/hr efforts while paying their workers less than $10/hr or like in this story, they bring in new regulations and add extra duties without raising salaries and if it was just that it would already be too much but on top of that, supervisors or managers get bonuses for keeping wages down while pilling on new work and new duties on their employees. And the Universe help you if where you work there's a Karen or worse some family member or friend of the supervisor or manager is given a job there and does no work and is always being taken out for 2 hour lunches and the POS manager tells you to do your work and his or her work because they are going to lunch or a meeting for a few hours
