    Hey, Cousin Dougie!
You are partly right about the hydraulic lifters doing the valve adjustment. The length of the valve stem is the rest of it. Back in the Olden Days, before hardened press-fit valve seats, when the valves and valve seats were ground, the length of the valve stem was critical because the material removed from the valve seat and the valve sealing surface would cause the valve to seat deeper into the head. Then the stem extended higher out of the head and, if too much, would cause the valves to not fully seat when the lifters pumped up. To cure this, we had a gauge that measured the protrusion of the valve stem. If it was too long, we took it over to the bench grinder and nipped a bit off the end of the valve. Checked again with the gauge. Repeat as needed. BTW, the gauge had a range of about .030" that was acceptable. Not too much, not too little. Too long of valve stems will cause backfire out the carb and in the exhaust, too. Too short and the engine will not breathe well and will not produce the correct power.
Just a little nugget from an old timer that fixed everything that had wheels and was painted Air Force Strata Blue back in his younger days....
    😉

I’ve seen this done on other blocks and it works great.

Funny when I was 16 I bought a 1970 Furry 3 with a 383 motor (ex=cop car) for $100.00 should have keep it but pulled the 383 motor out and put it in a 1970 Barracuda I bought for 500.00 and man did it move! Should have keep that one too!

Be lucky to get any kind of longevity out of it, especially high revs

Those are NOT FREEZE PLUGS!!! This is a common misconception / urban legend.
Those are the holes left in the casting where the sand gets washed out. Then these ports are machined to accept a soft plug with a press fit so that the coolant will stay in the block.
I had a guy bring me a boat (in ND, '84) with a SBC 350 cid engine that was getting water in the oil. It turns out the fellow had loaned the boat to his brother at the end of the boating season and his brother stored it in an unheated garage over the winter without draining the block. The block cracked, though not where you could see it plainly in the cylinders. We found a spiderweb of fine cracks throughout the lifter valley and several other areas. The tell-tale rust colored webs were all over the place and obvious once you knew what you were looking at.
When water freezes it expands in all directions and does NOT stop expanding if pressure is relieved in one small area. Don't believe me? Fill a glass mason jar with water. leave the top off and put it in the freezer overnight. In the morning, take it out and let the ice melt. You will no longer have a glass jar that holds water. Betcha. Why? Because water expands in all directions and does not stop expanding until it is completely frozen through and through.
