In my opinion, I find her as an amalgamation of three of the most hated villains who are perfectionists in cinema history: Dolores Umbridge (Harry Potter), The High Evolutionary (Guardians of the Galaxy), and Captain Vidal (Pan's Labyrinth).
I think she's somehow been conditioned to see the world as a massive corporation or something. Like, that's the only way I can see someone being okay with a customer using their products to end the world as a whole

I could tell he _REALLY_ didn't want to get involved with Odalia's business in "Escaping Expulsion" because he was playing with Bump's Palisman's tail and chasing a butterfly more than he was listening to Odalia. She also didn't want Amity to date Luz, despite Luz being Amity's girlfriend at that point, all because Luz was wanted for opposing Belos. She also didn't want Amity hanging out with Willow because she thought Willow was "too weak."
My theory on why she's is so cruel is because of her past: She likely wasn't raised the same way Amity was because if she was, she'd gain sympathy (which is not the way she is ever shown). She may have had a genuine friendship with Alador and Darius but as she continued her studies in the Oracle Coven she would see futures where she would rise to the top, and she let greed and ambition consume her and she would work to make sure she would reach those successful futures no matter what (such as having Alador choose her over Darius and making Amity end her friendship with Willow), and whenever there was a future she didn't like she likely worked things around to change it into one that suited her (hence the manipulation). And chances are, she didn't let any of her kids join the Oracle Coven because she didn't want them to one-up her. So in the end, her desire to reach good futures and avoid the bad ones caused her to drive everyone who cared about her away. For all the futures she saw she did not see the one right in front of her.
