I dont know why you say it looks similar to the French Ceaser? It really doesnt look anything like it. I mean it doesnt even have the middle compartment with seats and space for equipement like the Japanese one does. I dont maybe there is somewhere a system that looks similar but definetly not the French Ceaser.

Denel are pioneers in Artillery system and the south africans developed among the best super long range guns that was reputedly able to fire up to 300KM !!
They have other systems for long range. But if they have a longer range requirement for this particular system somehow then they can easily develop special munition with longer range. But I dont think there is a need for that since they have couple of different systems that have precisely the capability of longer range fire.
