Well it's pretty darn complex, the way you gotta draw and split up your art into pieces and then rig it in live2D using appropriate physics and use a good face detection camera and stuff.
It takes even more time to add special effects and other add-ons to your model.
A lot of vtubers commission artists to make a model for them, but some make their models themselves as well.
All in all, making a model takes a lotta time and patience
