    You have the Russian Empire, French Empire, German Empire, but the British Empire was over 400 million at the start of 1900's.

      I think it means contiguous. Far flung empire doesn't count here

    Austria-Hungary was a rebranding of the Habsburg monarchy in 1867 not 1848 !
