You can replay the memory, go to DNA-Memories-Secret Locations and then replay any lair you want

Omar Khan similar to the tailor shops, depending on which section of the map you’re in, the art merchants will sell different maps.

The absolute insanity in putting collectibles during chase scenes like the horse and that jerkoff cardinal. How would any normal person even consider that? You desync almost immediately. They should only ever be located in places you can actually explore on downtime. Not during high stress situations and not in places exclusive to missions. Every time I think I'm past the bs of this game it throws something else. 97% complete and it's still giving me headaches.

Where do you buy the flag map? As the painting shop ain't selling it

The first 83 BORGIA FLAGS can be found around the map which you can buy maps from the Paintings Shops that will show you the locations.
The remaining 18 FLAGS can be found in the 6 Romulus Lairs, each contains 3 Flags.
