Stomping asphalt into a pothole with your boot is not a proper way to fix a pot hole! Half of the potholes that are fixed are just as bad to drive over than if it were a hole.
This isn't really the main cause of potholes, it's the city's own fault with the snow plow trucks. They add excessive amount of salt damaging the roads, and they plow down to ground scraping up the snow and the asphalt off the road. It's a main cause of potholes, especially here in the Midwest.

The technology already exists. It has for many years. Thick reinforced concrete, asphalt on top, expansion joints, and with proper slope and side drainage. Just like on major Trans-Canada highways. Do once and never see a pothole in a city environment (major earthquakes excepted). Those highways experience incredible amounts of traffic each hour, with vastly changing Canadian temperature swings, abrasive snow removal and chemicals, etc. You name it and they take the abuse day after day, year after year. City roads would rather pay a little at first for a cheap job everywhere and repair forever. It's just easier to sell a cheap roadways to taxpayers than one built in affordable sections that will last. Of course, city hall always enjoys a reason to bump your taxes yearly too. But I doubt that's a consideration. HA!
