This is going to sound crazy....but I have a different game apparently. When I jump out of that spot on the elevator and go down to the left the stairs lead to where you fight that hunter on the platform. I'm following this step by step. How is this possible?
Edit: Ok. At the very top of the stairs there is a lever that literally changes the stairs. This video doesn't mention that whatsoever. So if anyone else couldn't for the life of them figure out why his stairs are different. That's why.
I guess that's what I get for jumping the gun.

The cells after Ludwig, it leads to all those except for one which you need another key for
