    Hi tom i have a question in war room, can you move land troops to enemy territory from another enemy territory or you need, first, control that territory ? (Of course using the pinning rules.)

      Only Units can pin... so an enemy Garrison by itself does not pin. I'm not sure that an enemy Garrison vs Units situation would ever arise however, as you would have to have resolved the garrison in the previous game round. You can't NOT resolve a Hotspot region and leave it unaddressed. As for moving through enemy regions, only pinning rule applies... so yes, you can filter through without first taking control.
