Yeah but it's already an easy game. Even on legendary with the right know how of doing things legit you can destroy enemies. Go get transmute and refine those iron ores into gold ores. Make jewelry and watch that smithing sky rocket.

Or, just, y'know become a Master Enchanter with all enchanting perks, and put Stamina Regen enchantments on everything that you can wear all at once. I've even done this for Vampire characters to more than negate no regen effects of sunlight. ESO's above method is fine for new characters, but mine is something to shoot for, so eventually you can spend less time looking for ingredients, making soup, and/or making sure you eat enough before fighting. When you have roughly +300% Stamina Regen, it's a struggle to use Stamina up faster than you get it back. Like sprint across Skyrim without stopping for a rest difficult. The kind of continuous sprint that made ES4 for Xbox 360 crash frequently due to the system's inability to render terrain fast enough. Yeah, I managed to make a Khajiit character once that had a natural 80 in Athletics, ran faster than galloping horses. Made me wish for a cheetah fur pattern.
No. It works with power attacks and shield bashes because they only need 1 stamina to function. The soup gives 1 stamina per second, so you can use a p.a. or s.b. every second. For running, the best option is train restoration until level 40 and make use of the Respite perk. Run and then restore your stamina by using healing spells. That's how I always build my nimble tanks and just sprint everywhere.
"unlimited" refers to the amount of stamina you can spend without running out, the fact that the effect duration has a time limit doesn't make the title any less correct. "you have unlimited stamina for 12 minutes" is NOT a contradiction.
