The government and the private sector iwould suggest they more development in the villages .Uganda is gifted by God we have natural water in every district. Let new nice looking home sprang in the villages. Nice public transportation banking facilities super market's good community centres extra. Ihave leaved in Europe for almost fifty years idont need to leave in the cities any more. Iwant my children also who are born in Europe to love my village make friends from my village. Every day , I dream to retire in my village in Uganda.,
I totally agree with your idea when it comes to developing rural areas. It helps keep the best human capital in such areas to quicken development without having al the best resources move to urban areas.
The World Bank costs 1 km road at 2 million dollars but uganda cost 1km road at 7 million dollars check out and compare other east African countries who borrowed the same amount of money and the class of roads they built
You are right, lots of money was lost and the value of this expressway is nothing compared to what our neighbors in Kenya have to show for the borrowed money.

Indeed it's the most beautiful. There is still free passage along the expressway untill further notice.
