High speed rail is expensive and the conditions must be in place before making such an investment: High population pressure and the ability to pay back the cost. The Michigan Central Railway Tunnel (1910); The Holland Tunnel (1927); The Posey Tube (1928); The Detroit-Windsor Tunnel (1930); The Bankhead Tunnel (1942); Lincoln Tunnel (1957); The Webster Street Tube (1963); The Chesapeake Bay Bridge-Tunnel (1964); The Transbay Tube (1969); The Hampton Roads Bridge-Tunnel (1976); The Monitor-Merrimac Memorial Bridge-Tunnel (1992); and The Port of Miami Tunnel (2014).
Granted, we've not had a need to build anything beyond 5.8 km in length but we have the capability.
Also, don't neglect the fact that the City of New York has had deep subway tunnels in operation since 1904, and that the underground Delaware Aqueduct supplying water to New York City is 85 miles long and was completed in 1945.
Now, consider that the longest tunnels with underwater sections are the Seikan Tunnel in Japan (53.8 km) and the Channel Tunnel (50.4 km) and compare yourselves to those engineering accomplishments.

Most European countries have considered high speed rail, but it is often considered too expensive to make the effort. Remember, we don't pump a lot of money into infrastructure just for fun. We do it only if there is a need and if it is good for the overall economy.
