When making a tech pack, do I have to include the measurements for every size? Do I have to put the design for every size I want for different measurements?

I am currently setting up my own sportsbrand. My logo is currently at a graphic designer and I have good knowledge of Social media marketing and Shopify. I have the budget, but the only thing I am lacking is the tech pack. I am no designer, but I know what I want and what looks great. I think your video concerning the different blends was very informatic. But I am wondering how I can make my sketch as I don't have any background in Adobe or something. Can I just explain in words to my supplier how I want my shirt for example also sending them Pics of other brands like Nike or Gymshark to explain how and where I want certain tweaks? As this is also visual to them.
