There are Soyuz and Spacex Dragon capsules already docked into International space Station, it's just that these Astronauts are not trained to operate them, they were trained to operate Boeing starliner and their Soyuz training in their previous missions must have expired, it's not they can't get back because there's no return capsule left there, Soyuz only fits 3 people and Dragon fits 4, not sure how many trained astronauts are required to operate each of them
