If the PVE progressionw ere up to me as a business and I wanted to grab cash, here's what I would do. Finish the fucking PVE, missions by mission. Say like, 3 different ones in Paris, next Season 3 in New Queen's Street, ETC. HAVE A SEPERATE STORE in the PVE Playable area where you can buy stuff, like skins, emotes, highlight intros, that are Lore Accurate and ONLY available in the PVE store for a limited time, until the next season. Have a different currency that you can earn by playing those missions and achievements with upgrades for talents. Based on how many talents you've unlocked is how the matchmaking goes.

Create the Overwatch people wanted, but still can earn you money without robbing F2P players of their desired experience.
