Despite having larger collections of GST and a bonanza of unexpected dividends from the RBI, she resisted the temptation of populist expenditure and instead curtailed the fiscal deficit to 4.9 per cent of GDP from 5.1 per cent announced in the Interim Budget.
Even the largesse given to Andhra Pradesh and Bihar is linked to infrastructure projects rather than a liberal grant of untied funds at the discretion of the States through the “Special Category Status” demanded by the coalition partners whose support is essential for the government’s survival.
Andhra certainly has a case for special treatment, having only 46 per cent of revenue with 58 per cent of population of the undivided State, while it inherited a huge debt liability of ₹1.3 lakh crore.

Jagan kept AP in a state where no one gives debt on state guarantee. Now Center is using it as opportunity and saying we provide guarantee. Now with 10 lakh crore additional debt taken by Jagan, 15k crore is a minuscule before that and it will be at very low rate of interest. Jagan 10 lakh crore is not used for any infrastructure expenditure. As long as the 15k is fully utilized for infrastructure capital investment it should not be too much cost to us. We know BJP will not give anything free for AP.
