French did a very smooth change, using the same voice actor
I like how Kakashi seems the most scared out of all the people there of the voice change. He's an experienced ninja and could probably sense something insidious about the situation
he was freaked out because he saw the sharingan he didnt really care about the voice i dont think
I love how the English voice for Obito's Tobi voice sounds almost exactly like the Japanese voice
Fun fact: The VA for Tobi is the same one for Unmasked Obito. Dude is so talented. Able to have that high-pitched voice and later have that somewhat twisted voice for actual Obito.

No he's not. Michael Yurchak voiced Tobi while Obito was voiced by Vic Mignogna.

So while I think I prefer the actual voice in this particular moment in the English dub, and by a razor thin line. I think overall the Japanese version takes it home because of the tremendous goofiness that is Tobi. There's just such an extreme juxtaposition that it really catches you off guard. The other Tobi's sound childish, but the Japanese one is on another level, it's what really makes everyone so shook once you hear that ominous voice come out of that mask.
English line "It’s Just as I expected" exactly sounds like Void Spirit from Dota xd

I like both the japanese and english dub versions, but personally, I think english dub did it better here with Tobi's voice swap to Madara's voice, it sounded more deeper and more menacing, still, I like the Japanese dub too
