My wife and I were there in April, the sun sets at different times during the year so would suggest find out when that is and getting there maybe an hour earlier (just google 'when does the sun set tokyo'). You can stay up there for as long as you want after entry. There is a million great places to take good photos, although the 'prime' location always has a big que if you don't mind waiting. We stayed and watched the sun set and honestly night time was beautiful too. You can see shibuya scramble from the observation deck which is breathtaking. Don't be worried about space. It's a huge rooftop.

I saw in another video and the person said you can ask the person behind you in line to take the picture for you and there's also staff who stands there to take a photo for every person which you can purchase after and even get the actual photo saved on your device.

Sunset time is usually between 4-5pm depending on the season you go in Japan. The last 3 times I was in Japan, the sun usually set around 4-5pm, so I would say to get tickets to go at 3pm and stay there until 5-6pm so you get both day view and night. I'm planning to get tickets for 3pm when I go next year.
