It's a surface type testing area, testing out the player characters detection of the ground and if it can pull data from it, usually used for foot step sounds, friction (ice etc) and particle effects.
I found something very interesting it is out of bounds area . it is a place where you can use the monster truck as if where on a stadium dirt track. has these mounds . very fun place to mess around. I got there by jumping the gap where you dump scorpions car. I can post a video about it later

At 02:30 it looks like dried mud or river/lakebottom. There is so much inaccessible territory around Night City...I suspect we will see a lot of it filled up with new playable areas in Cyberpunk Orion.

cyberpunk2077 doesn't have nearly as many hidden developer areas as Skyrim
well skyrim is made on a 25 year old engine that can't run above 60fps without destroying animations and dialogue... so yeah lol
