Usually, when items are prized by weigh, it's per kg, not per x gram. I've never heard food in a regular store being priced per any other amount than per package or per kg. At least where I'm from, fish are usually sold per kilogram. For example, salmon could go for the equivalent of 8,000yen/kg. And it's more common for it to be by weight than quantity, unless it's pre-packaged, which is usually for processed/low quality fish. And the purpose of being priced per kilogram is that you get to choose how much you want before it's put into a package, so there's no point in having a pre-packaged item priced by weight.

It is priced by weight (lb) but the weight is written on the label and the total price is written on it too, below where the fish are, depending on fish it says price per lb (kg in your case) and individual packages(wraps) of whole fish have the total weight and total price.
