no that's not a modeling tool you'll have to create your model in blender or cinema 4d

So do I even NEED substance Designer if I already have Blender, Substance Painter, and Substance Sampler?

Well substance 3d designer is similar to blender nodes system , but where they differ is that blender nodes can be anything like geometry , textures and more so you can create a bunch of stuff with nodes in blender for any purpouse while substance 3d designer is mostly for substance painter and more for like games although still could be used for movies and stuff . This is just me explaining what I know , I dont even know blender nodes system or designer but am going to choose designer as its good with Substance painter

So in Substance Painter you make a final product, in Substance Designer you make a formula.

I would say that designer allows you to create the material that you're gonna apply in painter

Substance Designer is used to design substances.

Substance designer uses nodes to basically put images(either grayscale or color) through certain "filters" to create textures that can be tiled infinite times(though at a certain point your eye can notice patterns in the texture).
