I second Griffith Park. I realise you said parks but another great lookout point is The Jerome C Daniel Overlook on Mulholland Drive. It overlooks the Hollywood Bowl and has good views of downtown and large parts of Los Angeles.

The Griffith observatory also has a really beautiful view of LA. Go up the stairs which leads you to an area that shows the view. It can get a bit crowded though
