Looks like one... "Big endian" style, that is year-month-day. "European and world standard", at least outside of "data storage and processing", is "little endian" style - i.e. day-month-year. There was a time when geeks and bureaucrats in Europe tried to enforce this funny "big endian" style on general population, and AFAIR it was in the '90s, so this date in the title might hark back to that period. America (and AFAIK ONLY America) uses "middle endian" (oxymoron, I know) style,which is month-day-year (in this specific case it wouldn't make much difference, though...).
