Then Chinese developers are part of the problem. They are using the corrupt system to exploit Africans. They are part and parcel of the "poor planning" process. They bribe those corrupt government officials to get a favorable bid. Make no mistakes any business has a social responsibility to the community. The main problem may lie on the government but the property developers have their share of issues. They are bribing politicians to not enforce those laws so they can make more money. They are preying on the widespread corruption and the people's inability to oust their politicians in order to ignore the laws that already exist. They could just follow the law and make a profit, but they know they can bribe and get away with it, so that's what they do to make even more money. Yes the government is responsible for its corruption, which is what is said in the clip, but you seem to not only want to absolve the bribers for the laws they are breaking but praise them as somehow helping the local population. It's amazing how many people don't even know how their government works but want to criticize someone else's. It's the responsibility of the private business owners, in this case the builders, to also build the infrastructure to accommodate their profit making venture, hence the need to BRIBE local officials to look the other way. If they weren't doing anything wrong they wouldn't have to bribe anyone for their ILLEGAL construction. Duh. The bulk of the blame, not ALL of the blame, always goes to the one making the most money in any criminal enterprise, except for maybe prostitution.
But even in that case they blame the Johns because they often have more money than the wh0res they are paying. On second thought, that's EXACTLY the same scenario as presented in this clip.

Putting and maintaining drainage and providing all the requisite services is the job of the government. The Chinese or any other developer has nothing to do with this. A city must grow and develop. Are we going to keep living in a city with old bungalows forever? I think not. Modern high-rise is the only way to go.
