In the books, there was a story about the first Ymbrynes. They were able to create ‘bubbles’ where time (and I guess the environment) was affected differently. That could be the reason why the rain isn’t making them wet.
It's actually quite inconsistent, there's water on their goggles but not their hair, water on her watch but not her hand, goggles are clean when they zoom in their faces.

It's kinda how the ancient one explained time traveling in the avengers, basically, once she starts the loop, time gets divided into two strands: Miss peregrine's Loop, where the day restarts, and the rest of humanity where the house explodes, it's the perfect way to conceal it. However, as the peculiar kid that saw the hollows (grand father) wasn't around, she let slide that a hollow was sneaky traveling towards them that morning, and then, at night he hunts them if she doesn't kill him every day, it was the perfect day, bomb included, except for the hollow.

IMO this is a horrible movie. Miss perigrim just made it bareable to watch. Kids who don’t even know how to use their power being clueless and dumb with their choices 99% of the time
She cannot. She has love through the loop multiple times to know exactly how and at what time the creature will appear to know how to kill it. It's a reflex but only Jake and his grandfather could see them
