It'd be a very skillbased weapon because you have to rely on your ability to get the kill and retrieve the dropped weapon to reload your rocket launcher, or become a slow engineer with just your shotgun and melee. It'd be very OP against objectives because of the conglomerates of people trying to win, but only if you can sneak it in. Also, it'd need a significantly large explosion radius so you can't shoot it at the ground near someone right next to you to negate the slow projectile speed without blowing yourself up in the process. I think it could work... maybe.

Actually... in TF2 Randomizer, there is a weapon that is called the "One Man Army". It has only 1 bullet, goes super slow, does tons of damage and goes through walls
