Currently I'd happily say he's behind Neuer, De Gea, Courtois, LLoris and arguably behind more. I'm not saying this because I have any unbias towards City or England, in 2012 I would even say he was possibly on the verge of becoming world class, but he hasn't been consistent enough in a possition that demands consistency, his attention span is a major problem too and I don't think you can be a world class keeper if you make the kind of un-forced errors he has. It is also easier to look like a better keeper in the City squad of the past few seasons, I'm sure a player like Begovic would look like a top 10 or better keeper at City.
