Pretty sure in 3.0 apart of the rule is something along the lines of you can't target people or the police Which isn't the full rule but confusing because that's exactly what people do. But also I think it has to do with multiple people doing it to police because mr k personally did his magdumpszn in 4.0 and didn't get banned.
I don’t know what happened before this clip, but the whole pulling them over right after having a conversation with Suarez is why people don’t want to rp with cops…

It feels like its worse than 3.0
As a person who grinds public nopixel green its terrible. Southside 30 fps at all times and alot of the mechanics that 3.0 had dont even exist anywhere in 4.0
