My app is the latest/updated and still only 60-seconds as the max Reel option. I have an IG account for my pet and that one has option for 90-seconds but my main/business IG maxes at 60-seconds. So it's definitely not about having an updated app. Some account just have it and others don't, it seems...?
They're still rolling out this feature to all accounts. Keep your app updated so you get the feature as soon as it's available to you. You can also try logging out and back in, or delete the app and reinstall it.
Same!! My main account with over 10k followers is 60 but my alternate account which I hardly ever use and only has 200 is 90. Ugh. Of course they give it to the account that doesn't need it 🙄
Any way to change the length after you already started recording? Think it's weird that there's no option to change it and it's default is the shortest possible time
Is there a way to make the reel longer when posting pictures? For example I only want to post a 15 second reel that has 1 picture but it only plays that clip for 5 seconds so the audio cuts cut off way before I want it to
When adding a photo to a Reel I believe the max length is 5 seconds. However, you could add the same photo multiple times to effectively make the length of it longer. So if you have the same photo added 12 times in a row and each "clip" lasts 5 seconds, it will add up to 60 seconds. Hope that helps!

When I complete the video, it only runs for four seconds and then loops, regardless of the clock setting. Why is this? How do I lengthen the “timer” setting so this doesn’t happen?

I originally had up to 8 minutes I think then they changed it to 60 sec. now it's 90 sec. But I continue to see people make 4 and 5 min videos. There seems to be a biases going on.
Some accounts may get early access or beta access to additional features while in testing phase, so this could be why you'll see some accounts with additional options.

When you set a longer max duration, it just changes the maximum length your Reel can be! It won't add any extra "blank" length :)
When sharing a reel they always are why shorter then the original reel im shareing. How can i share the whole thing?
Instagram stories can only be 60 seconds long maximum, so that may be why you're experiencing this

Make sure you select the 60 or 90 second length before you begin uploading clips!

Is the audio you've selected only 4 seconds long? It should run for the entire 90 second if that is what you've selected.

If you're using photos it won't let me go longer than 15 seconds.
Add multiple images or add the same image multiple times to make your Reel longer.

90 seconds is still the longest option unfortunately
But music is only for 30s?
Depending on what sound/song you're using the length may not go up to 90 seconds.
