I know that Vocodex by Image-Line (FL Studio) at least used to be available as a VST to be used in other DAWs as well - not sure if that's still a thing/ being sold. A free one would be TAL-Vocoder (which I haven't tried), however some of the modes/ functions in the Ableton Vocoder (and other Vocoders) are kind of specific, so it might be difficult to reproduce the same sound. If you want a plugin that's a bit more powerful then I guess you could try Manipulator, with which you should be able to create similar sounds. I hope this helps. :)

Can this be done with vital and Reaper? I tried yesterday but was unable, I did however create some cool sfx.
I just uploaded a tutorial on how to get kind of similar sounds in Vital. Maybe this helps, although it's not the exact same sound. :)
