The developers need to look at doing something to identify the military prep schools in the game. All three service academies have "prep" schools that develop athletes for an extra year before they move in to playing at the academy. That would be a pipeline from a freshman juco type player who has an extra year to develop in the program. Additional issue is that you can't redshirt at the service academies...
I got a 51ovr WR one season(a non gem and my one and only 1⭐️), redshirt him. After training, he jumped up to a 72 RS Fr. He’s now my 4th string and actually has about 4 TDs @ 7 games into the season. Man’s a beast. It makes me respect the 1/2⭐️ a tad more.
I have a 91 overall normal dev 2-star, RB he's only a junior and still has room to improve. I fully expect him to reach 95 overall. There's some hidden gems.

If you do another rebuild like this, go down the Architect tree ASAP. It might be tricky to reach that point but breaking the skill caps will be incredibly important.

You can transfer from a military school, usually up until junior year. you're still considered a cadet and not actual service. You can defer not to serve, but typically you have to pay back the tuition in full.

I was like season 10 in a Kentucky dynasty and had a roster size of 105 (already had to cut players to get it to that number) and didn’t want to cut anyone else and I went into the next season no problem.
I don't think that winning a championship with this limitation is really possible without playing every game and having ridiculous luck. That Tech game, luck pissed all over you. You should take a fun, small school like UAB (I like dragons) and do a 2-star only challenge, perhaps with a promotion to the SEC element. That could be challenging without being practically impossible.
Mixed up my play style based on your challenges. Started with a Team Builder 65 ovr team in michigan. Only recruited 3 stars or worse withing michigan until i won the mac. Then i could recruit anybody in michigan until i had 3 mac championships. Now after 3 mac championships im allowing myself to recruit anybody in michigan indiana and ohio. After 3 consecutive mac championships im gonna leap to the B1G with the same restrictions (MI, IN, OH). After a B1G title, no restrictions.
I think they should add to were a 1 stars can be elite and stars cause theirs plenty of 1 star players that do get very good, make it like 1 in every 500 recruits or something
Go to view roster before the season to change freshman positions on this glitch. You can’t see their overalls until afterwards but it’s better than waiting a season
1:37:57 it's insane this glitch is still in the game. I mean I am not exaggerating when I say I cannot pick punt return one time without that causing a penalty. One time I picked Nickel, and the DE still did it. I have to pick a PR safe, manually select that DE and make him run backwards everytime. I haven't been able to do an actual legit return in idk how long.
