I think Tiffany and Seohyun have a lot of unnecessary lines in the actual line distribution that must have been for Yoona/Hyoyeon /Yuri/Sooyung, well this is so much fair for the dancers.
Hyoyeon always last. Poor Hyo
I thought this was supposed to be a re-distribution? If you wanted it to be fairer, you should have redistributed Tiffany's lines to others.

She is a lead along with seohyun and sunny
Taeyeon and Jessica are main
Tiffany was a lead vocalist but she worked hard to improve her skills, and then SM gave her more and more lines by time although she just has a unique timbre and lacking of techniques. On the other hand, Jessica also has a unique timbre but better techniques for main vocalist position from debut era, but she was the laziest member in singing, both on the stage and practices. SM gave her less and less lines by time, but she still shined in the most iconic and difficult lines. Late SONES usually think Tiffany is a main vocalist, based on her line ratio and her sense of attention catching on stage (a typical Leo). Jessica's personality is more timid and humble.
The lead vocals sang more and Jessica sang less from I Got A Boy era to Mr. Mr. era, or later Japanese songs. Especially when Jessica expressed her decision to leave the team and SM, they were biased Tiffany although no position changes in vocal line announced.
